ADA compliance implementation

A government agency in Maryland intended to conduct an accessibility audit of its website and remediate the issues to ensure its public-facing website complies with the latest accessibility compliance regulations.

The scope of work included:

  • Perform a comprehensive accessibility audit of over 400 web pages and PDF documents.
  • Provide detailed compliance reports identifying non-conformance to WCAG 2.1 AA, ADA, and Section 508.
  • Execute remediation of website elements and documents to bring them into compliance.
  • Implement a long-term accessibility management system to support ongoing compliance and monitoring.

Our project approach included:

  1. Initial Audit
    • Conducted a comprehensive scan of the website using Siteimprove.
    • Supplemented automated findings with manual testing, ensuring completeness and relevance.
    • Verified keyboard navigation, screen reader behavior, and content hierarchy consistency.
    • Reviewed over 400+ individual web pages and multiple PDF documents.
  2. Compliance Reporting
    • Generated detailed reports documenting:
      • Non-text content lacking alt text
      • Improper semantic structure (e.g., heading levels, ARIA attributes)
      • Color contrast issues
      • PDF accessibility issues (e.g., missing tags, logical reading order)
    • Prioritized findings based on user impact and severity.
  3. Remediation
    • Implemented front-end fixes using HTML/CSS/JS to improve accessibility.
    • Collaborated with backend Drupal developers to:
      • Fix template issues
      • Implement accessible widgets and forms
    • Updated PDF files using accessibility tools to include:
      • Proper tagging
      • Descriptive titles
      • Logical navigation
  4. Verification & Testing
    • Re-ran Siteimprove tests to ensure all critical issues were resolved.
    • Conducted user testing with ChromeVox to confirm screen reader usability and alignment with WCAG 2.1 AA.
  5. Post-Remediation Reporting
    • Delivered updated compliance reports demonstrating improved accessibility scores.
    • Included before-and-after comparisons to highlight progress.

As part of the project, we delivered the following:
